Scrum.org's PSPO II (Professional Scrum Product Owner™ II) certification validates an advanced command of the Product Owner accountability. It assesses your ability to maximise the value of a product in complex and uncertain environments. It goes well beyond the fundamentals of the Scrum Guide.
The exam measures five abilities.

- Deciding against business goals.
The syllabus also covers Evidence-Based Management (EBM) and its four Key Value Areas. They serve to measure and continuously improve value creation across the organisation.
It is aimed at experienced Product Owners, Product Managers and agile professionals. It suits candidates who already hold the PSPO I, or have solid experience in agile product management.
The official exam has 40 multiple-choice questions, to answer in 60 minutes. The minimum score is 85 %.

After eighteen months a product shows steadily rising current value and near-zero unrealized value. Management proposes assigning two more teams to accelerate growth. What objection should the Product Owner raise?
- A Product Owner cannot handle more than four teams
- Few unmet needs remain: the extra capacity would return more on another product
- Two more teams would degrade the existing product's quality
- Current growth proves the investment is already optimal
Near-zero unrealized value means few unmet needs remain to capture in that market: adding capacity will mostly produce features nobody is waiting for. The marginal investment returns more elsewhere, on a product whose untapped potential is still high.
